Overview
The Upper Columbia Salmon Recovery Board (UCSRB) invites qualified consultants to submit quotes for the development of an Adaptive Management Synthesis Report. The UCSRB seeks to build on the last adaptive management evaluation conducted in 2010 and produce a comprehensive synthesis report that incorporates updated information, assesses the status and trends of fish populations and habitats, and evaluates the effectiveness of recovery actions. This project will support the refinement and implementation of an adaptive management framework for the Upper Columbia Spring Chinook Salmon and Steelhead Recovery Plan, to ensure the most up-to-date data and monitoring results are integrated into decision-making across the region. The anticipated project period is December 2024 – November 2025.
Objectives
The consultant team will assist UCSRB staff with the following:
1. Assemble and collaborate with the Adaptive Management Steering Committee.
2. Develop and refine a list of Key Management Questions.
3. Review and synthesize the effectiveness of current recovery actions and determine progress toward population-based recovery goals.
4. Plan and facilitate two analysis workshops focused on identified Key Management Questions.
5. Develop and deliver a synthesis report that compiles findings, data gaps, and outlines adaptive management recommendations.
6. Plan an adaptive management session for the 6th regional Salmon Recovery Science Conference in Wenatchee, WA, scheduled for January 2026.
